Project: Jakarta Cage-Free Egg Initiative: Minimart Transition and Policy Advocacy

PASI is a people-powered civil society movement that brings together individual members to build a strong coalition advocating for stronger animal welfare principles and higher standards across Indonesia’s poultry industry.

Jakarta sits at the centre of Indonesia’s caged egg system, with an estimated 118 million layer hens confined in cages in and around the capital to meet the city’s egg demand. In this market, cage-free eggs remain difficult to find, including in everyday minimarts such as Indomaret and Alfamart, where many people shop daily.

To start shifting the system, PASI will pursue a three-part strategy: engaging minimarts to adopt cage-free sourcing, mobilising the public to strengthen consumer demand, and advocating for Jakarta-level policies that introduce minimum welfare standards for layer hens. PASI’s long-term goal is to reduce caged egg production by replacing it with cage-free supply, and to support the Jakarta government towards reducing, and ultimately banning, caged systems by 2035.
